UniStar Nuclear Energy Names Regulatory Affairs Vice President
Former Regulatory Affairs Manager for Proposed South Texas Project To Oversee Licensing for Planned Fleet of U.S. Evolutionary Power Reactors
BALTIMORE, September 30, 2008 –UniStar Nuclear Energy, LLC (UniStar), a strategic joint venture between Constellation Energy (NYSE: CEG) and EDF Group, has named Greg Gibson vice president for regulatory affairs. Gibson, who joins UniStar from South Texas Project Units 3 and 4, will oversee licensing of UniStar’s planned fleet of at least four of AREVA Inc’s U.S. Evolutionary Power Reactors (U.S. EPRs) in the United States.
Gibson began his new role Sept. 15 as executive manager overseeing UniStar’s interaction with the U.S. Nuclear Regulatory Commission (NRC). He will have overall responsibility for the company’s Combined License (COL) application process, working to ensure consistency between UniStar’s Reference COL application for a proposed third reactor adjacent to Constellation Energy’s Calvert Cliffs Nuclear Power Plant in Lusby, Md., and UniStar’s subsequent COLAs for proposed plants in New York, Missouri and Pennsylvania. Gibson also will work with AREVA, Inc., to ensure coordination between UniStar’s COL application process and AREVA’s Design Certification Application for the 1,600-megawatt U.S. EPR, also under review by the NRC.

In addition to his South Texas Project work managing licensing, compliance, environmental and other issues, Gibson previously served as manager of programs, projects, and nuclear regulatory affairs for Edison International/Southern California Edison’s San Onofre Nuclear Generating Station in California. From 1975 to 1982, Gibson, served a senior inspector for the NRC Regions II and III. He also has held positions with Dames and More Consulting Engineers in Bethesda, as an assistant project manager, and the former Florida Power Corporation (now Progress Energy) in St. Petersburg, Fl., as a licensing and regulatory engineer for Crystal River Unit 3 Nuclear Generating Plant.
UniStar’s reference COL application and an application for a potential U.S. EPR adjacent to AmerenUE’s Callaway Plant near Fulton, Mo., are under review by the NRC. UniStar has notified the NRC that it plans to submit applications for potential U.S. EPRs adjacent to Constellation Energy’s Nine Mile Point Nuclear Station near Oswego, NY, in September and on behalf of PPL’s proposed Bell Bend project in Berwick, Pa, in October. No final decision has been made to proceed with the proposed new nuclear plants.
